When a property is sold, the stamp duty and registration fees are calculated based on either the actual sale price or the circle rate value, **whichever is higher**. This system prevents undervaluation of properties during transactions.
The valuation for a house on a plot is calculated using the following official formula:
1. Land Value = Plot Area (sq. m) × Land Circle Rate (₹ per sq. m) of the locality.
2. Construction Value = Total Built-up Area (sq. m) × Construction Circle Rate (₹ per sq. m) × Age Factor.
3. Total Property Value = Land Value + Construction Value.
These are the last notified rates (2014) currently in effect. Localities in Delhi are divided into 8 categories (A-H) based on their infrastructure and amenities.
