NCRB Report 2023 State Wise: According to the 2023 report of the National Crime Records Bureau (NCRB), Telangana tops the list with a crime rate of 124.9 per lakh female population. Rajasthan is second with a rate of 114.8, Odisha is third with a rate of 112.4, Haryana is fourth with a rate of 110.3, and Kerala is fifth with a rate of 86.1. Meanwhile, Uttar Pradesh ranked 17th in crimes against women. 

According to the report, heinous crimes in Uttar Pradesh decreased in 2023 compared to the previous two years. Compared to all states and union territories across the country, Uttar Pradesh ranked 24th in crime rate.  According to the report, 49,453 cases of murder, robbery, dacoity, and kidnapping were registered in the state during this period. The number was 52,505 in 2021 and 52,579 in 2022.

Regarding total crimes, 3,405,202 cases were registered under the IPC nationwide in 2023. Of these, Uttar Pradesh accounted for 4,28,794 cases. Compared to other states and union territories, Uttar Pradesh ranked 20th in the crime rate under the IPC. In 2021, 3,57,505 cases were registered under the IPC in Uttar Pradesh, while in 2022, 4,01,787 cases were registered.

NCRB Report 2025: Still, the number has increased

While, Uttar Pradesh’s crime rate is certainly better in terms of crimes against women, the number has increased from 2021 to 2023.  In 2021, the number of crimes against women was 56,083, which increased to 65,743 in 2022. In 2023, this number further increased to 66,381. In 2023, 33 cases of gang rape and murder after rape were registered in the state. Similarly, 3,556 cases of rape of women were registered. Of these, 301 cases of rape of minor girls were reported. 140 cases of attempted rape were registered.

NCRB Report 2025: 2,141 Cases of Dowry Murder

2,141 cases of dowry murder were reported in the state. Additionally, 396 cases of abetment to suicide, 106 of forced abortion, 28 of acid attacks, four of attempted acid throwing, and 20,231 cases of cruelty by husbands and their family members were registered.

Furthermore, 15,074 cases of kidnapping and hostage taking of women were registered, in which 19 of these cases women were murdered.  Two cases of kidnapping for ransom and 10,675 cases of kidnapping of women for marriage were reported. Of these, 3,649 victims were under 18 years of age. Seven cases of trafficking of women and one case of selling of girls were registered.

How many cases were reported in 2023?

According to the NCRB report 2023, over 13,000 cases of crimes against women were reported in the capital Delhi in 2023. There were 14,158 cases in 2022 and 13,982 cases in 2021. Delhi recorded the highest number of dowry deaths and rape cases among 19 metro cities. However, the report also states that the crime rate in Delhi per lakh population was 14.4 percent, which is lower than Indore and Jaipur.

NCRB Report 2025: How many rape cases were reported?

According to the NCRB report, 1,088 rape cases were reported in Delhi in 2023. Jaipur reported 573 cases and Mumbai reported 196 cases. There were 3,952 cases of kidnapping in 2023.  This rate stood at 52.2 percent, the second highest abduction rate after Patna (71.3 percent). According to the report, six cases of acid attacks were reported in Delhi.

NCRB Report 2025: How many cyber crimes?

Cybercrimes against women have been low in Delhi. Only 36 cases were registered in 2023. Bengaluru (127), Hyderabad (53), and Lucknow (41) reported the most cases. These included crimes such as publishing or sending sexually explicit material, blackmail, defamation, and creating fake profiles.

NCRB Report 2025: Ranked 28th in Crimes Against Children

UP ranked 28th in the country in 2023 in cases of crimes against children. A slight increase in such cases was recorded in 2023 compared to 2022. In 2021, 16,838 crimes against children were reported in the state, which increased to 18,682 in 2022. In 2023, this number increased marginally to 18,852. It should be noted that in 2023, 223 cases of murder of children, 19 cases of murder after rape, and 17 cases of attempted murder were registered in the state. Additionally, 8,160 children were kidnapped.
