The Centre is likely to push telecom operators to more actively promote 30-day recharge plans to improve consumer awareness. This comes a day after Aam Aadmi Party (AAP) MP Raghav Chadha highlighted that so-called “monthly” recharge plans often come with a validity of 28 days, effectively requiring users to recharge their mobile connections 13 times a year.

According to a report in Mint, Union Minister of Communications Jyotiraditya Scindia stated that telecom service providers have already been urged to market their 30-day plans more actively, although such plans are already part of existing offerings.

Scindia clarified that the Telecom Regulatory Authority of India (Trai) has mandated that telecom operators must include a 30-day plan within their bouquet of offerings.

“I cannot say to you that you only need to have a 30-day plan… But in that bouquet, you must have a 30-day plan,” the minister said, adding that operators are complying with the regulator’s order.

TRAI Regulations and Tariff Framework

In 2022, Trai issued a tariff order requiring all telecom operators to offer at least one 30-day plan across each category of prepaid vouchers. These include:

  • Plan vouchers
  • Special tariff vouchers
  • Combo vouchers

The objective of this directive was to provide consumers with a fair alternative to the prevalent 28-day recharge plans, which result in more frequent recharges over a year.

The telecom sector currently operates under a tariff forbearance regime. Under this framework, operators have the flexibility to decide pricing and service terms, including the conditions under which incoming services are restricted after plan expiry.

While Trai does not fix prices, it retains oversight to ensure fair practices and prevent misuse of market power.

Concerns Raised in Parliament on Data and Validity

During a discussion in the Rajya Sabha, Raghav Chadha raised multiple concerns regarding telecom recharge structures and consumer experience.

He pointed out that daily data limits reset every 24 hours, leading to the loss of unused data.

“You are billed for 2GB. You use 1.5GB. The remaining 0.5GB disappears as the day ends. No refund. No rollover… Use it unnecessarily, or lose it by midnight,” Chadha said.

He argued that unused data should be carried forward into the next cycle, allowing consumers to fully utilise services they have already paid for.

Chadha also recommended that 28-day recharge plans should be discontinued and replaced with standardized 30-day or one-month validity plans.

Additionally, he suggested that incoming calls and text messages should remain active for at least one year after the last recharge, with mobile numbers being deactivated only after a grace period of three years.

Currently, Trai regulations state that a prepaid mobile connection cannot be deactivated due to non-usage for at least 90 days.

Ongoing Review by Trai

According to an official cited in the Mint report, Trai is currently examining both the validity period of recharge plans and issues related to incoming calls, following renewed concerns raised in Parliament.

When asked about the discontinuation of incoming services after plan expiry, Scindia stated that tariff issues fall under the forbearance regime, indicating limited regulatory intervention in pricing decisions.

BSNL Introduces 365-Day Prepaid Plans

Amid the regulatory and policy discussions, Bharat Sanchar Nigam Limited (BSNL), India’s largest government-owned telecom company, has introduced long-validity prepaid plans aimed at reducing the need for frequent recharges.

One of its most popular offerings is the ₹2399 yearly plan, which provides:

  • 365 days validity
  • Unlimited voice calling across India
  • 2GB to 2.5GB daily high-speed data
  • 100 SMS per day
  • Free national roaming, including Delhi and Mumbai

These benefits allow users to avoid monthly or quarterly recharges entirely.
